The Observatory aims to be an efficient and cost-effective way for subscribers to keep abreast of borderless developments globally. The term 'borderless education' encompasses a broad range of activities and developments which cross (or have the potential to cross) the traditional borders of higher education, be they geographical, sectoral or conceptual. So, for example, the Observatory will track developments in areas such as e-learning, growth in private and corporate education, developing markets and international collaboration.

The Centre for Quality Assurance In International Education

http://www.cqaie.org/transnational.htm
THE CENTER monitors issues of quality and scope of higher education which crosses borders. The global marketplace and new technology are contributing to the rapid globalization of higher education. Today's professional workforce is drawn from institutions of higher education which have internationalized and produce globally prepared graduates. As in other countries, U.S. higher education is exporting campuses and programs at an increasing rate, and the large student market provided by the U.S. is drawing foreign institutions of higher education to reside within its borders. Available globally through both higher education and the corporate sectors, transnational education can be found in multiple forms, ranging from electronic (virtual) to traditional on-site instruction and training programs. Issues of quality, purpose and responsibility abound in this borderless educational arena.
